Population treats all population after the first two outposts and/or after Failed Colony as uninhabited.
In alien sectors, alien worlds are placed on a case-by-case basis and in civilized sectors they do not exist. Alien is ignored and treated as 13+.
In low-tech sectors, alien entry is treated as-is.
