Mandate is split, some entirely independent, but also a couple of multi-system polities. They generally resist Leviathan.
The alien Xals control one of the polities.

The alien Ahnae are the founders of the local spiritualism, but form a (venerated) minority among the humans. Their species is slowly dying out. Partly because of the human presence, but the human presence is merely a catalyst for an underlying reason that would doom them anyway.
