This faction is more of a movement than a concentrated organization. This makes the faction hard to target with physical attacks, as its members lives intermingled with the civilian population.
Effect: When defending against a Force attack, this faction may choose to defend with an attribute other than force. If the faction does so, it only deals half Counterattack damage (rounded down).
Once per turn, this faction can roll an extra d10 when defending against a Force attack.
